Trump sends envoys to Russia and Ukraine to finalize peace agreement
On November 25, U.S. President Donald Trump announced on his Truth Social account that he had instructed his representatives to hold meetings with the leadership of Russia and Ukraine to finalize the peace agreement. This was reported by Meduza.
Trump stated that special envoy Steve Witkoff will travel to Moscow to meet with Russian President Vladimir Putin. At the same time, U.S. Secretary of the Army Dan Driscoll will conduct negotiations with the Ukrainian side.
The U.S. president reportedly emphasized that his team had made «significant progress» over the past week in efforts to end the Russia-Ukraine war.
The initial 28-point peace plan prepared by the U.S. has been revised to incorporate proposals from both sides, and only a few unresolved issues remain in the document, Trump said.
He also added that he hopes to meet soon with Presidents Zelensky and Putin, but such a meeting will only take place once the peace agreement is fully agreed upon or reaches its final stage.
On November 23, the U.S. and Ukraine prepared an updated version of the peace plan in Geneva. According to Financial Times, the plan was reduced from 28 to 19 points.
 
Progress in peace talks and concerns from the Trump Administration
Sources from ABC News reported that the updated version of the peace plan, prepared after the Geneva negotiations, removed provisions regarding the size of the Ukrainian army and amnesty for conflict participants. According to Financial Times, Ukraine has agreed to reduce its military size to 800,000 personnel.
Some members of the Trump administration have expressed concerns that the changes made after the Geneva talks might lead to President Vladimir Putin rejecting the revised plan outright. This was reported by The New York Times, citing sources.
Andriy Yermak, head of the office of the President of Ukraine, stated that President Zelensky is eager to meet with Trump as soon as possible to finalize the peace plan. It was previously suggested that the meeting might take place on November 27.
According to media reports, the leaders are expected to personally discuss the most sensitive issues, including territorial disputes and Ukraine’s potential NATO membership.
Axios also reported that negotiations involving the U.S., Russia, and Ukraine were held in Abu Dhabi, with U.S. Secretary of the Army Dan Driscoll representing the U.S.
