Higher fees for migration services take effect in Russia
Higher state fees for migration services provided to foreign nationals took effect in Russia on July 27, 2026, TASS reported, citing the Russian Interior Ministry’s migration service.
The new rates apply to all applications submitted on or after July 27.
Under the revised fee schedule, obtaining a residence permit now costs 30,000 rubles, while a temporary residence permit costs 15,000 rubles. A temporary residence permit issued for educational purposes costs 8,000 rubles.
Employers seeking permission to hire foreign workers must pay 15,000 rubles for each foreign national.
The fee for a work permit has been set at 5,000 rubles.
Applications for Russian citizenship or renunciation of citizenship now cost 50,000 rubles, compared with 4,200 rubles previously.
The fee for a multiple-entry visa has risen to 6,000 rubles, while an invitation to enter Russia now costs 8,000 rubles.

Payment details vary depending on the region and the type of migration service.
Applicants can obtain the necessary information through the Russian Interior Ministry’s official website, banking applications, payment terminals and information kiosks at migration offices.
Who is exempt from the fees?
The Interior Ministry said foreign nationals who sign contracts to serve in the Russian Armed Forces for at least one year during what Russia officially calls its «special military operation» are exempt from paying fees for temporary residence permits, residence permits and Russian citizenship.
When can a fee be refunded?
Foreign nationals may apply for a refund within three years of payment if they overpaid, withdrew their application or had their documents returned without consideration.
However, no refund is available if the application was reviewed and rejected on substantive grounds, such as an unexpunged criminal conviction.
To claim a refund, the applicant must submit a request to the Interior Ministry’s migration office and attach the original payment receipt.
The money must be returned within one month.
